The Hook

A legitimate, 15-year-old education consultancy lost its entire Google Ads account the same day its first appeal was filed — because the websites were not fixed before submitting.

We rebuilt the compliance foundation from scratch and turned a crisis into a masterclass on what Google actually looks for.

02 · The Challenge

Business Context

The client, Promote Education Technologies Pvt. Ltd., is a Kolkata-based independent admission consultancy helping students navigate MBBS and engineering college admissions.

They earn referral fees from partner institutions — counselling is free to students.

On 16 June 2026, their Google Ads account was suspended under Unacceptable Business Practices / Misrepresentation.

A first appeal was filed the same day and rejected within 6 hours — before a single change had been made to the websites.

The Real Problem — What Google Actually Saw

The suspension wasn't caused by a single issue.

The audit uncovered 12+ active policy violations across four web properties.

1. Brand Impersonation

  • snpsu.promoteducation.com displayed © 2026 Sapthagiri NPS University in the footer — a false copyright claim as the university itself.
  • The footer showed the university's Bangalore campus address, not the consultancy's Kolkata office.
  • There was no identity disclosure anywhere above the fold.
  • A user could reasonably believe they were on the official university admissions portal.

2. Guarantee Language

Several pages contained language that implied guaranteed outcomes:

  • "Turn Your NEET Score Into an MBBS Seat" — implied guaranteed conversion.
  • "Your Path to a Guaranteed Seat" — a direct guarantee claim.
  • "100% Secure Admissions" — the most explicit violation on the Bangalore page.
  • "All NEET Ranks Considered — No Fixed Cutoff" — factually false; NMC mandates minimum cutoffs at the 50th percentile.

3. Data Collection Without Identity Disclosure

All four forms collected:

  • Name
  • Phone
  • Email
  • NEET score

The forms only stated:

"Your info is safe. No spam, ever."

There was no privacy policy link and no data controller identification.

On pages showing university branding, this matched the exact phishing pattern Google flags.

4. Unsubstantiated Claims

The audit also identified:

  • "0% Success Rate" and "0+ Students Placed" — broken JavaScript counters rendering as zeros.
  • "Quick approvals within 48 hours" on bank loans — a timeline the consultancy could not control.
  • 8 major bank logos with no partnership disclaimer.

Why This Mattered

Google receives thousands of suspension appeals daily.

An appeal that merely says "Please review — we fixed the issue" does not demonstrate sufficient evidence.

The reinstatement strategy needed to demonstrate:

  1. Exactly what was wrong
  2. Exactly what changed
  3. Proof that the business was legitimate

03 · The Process

Step 1 — Deep Audit Before Touching Anything

We fetched every live page and read every word against Google's Unacceptable Business Practices policy.

We did not begin fixing immediately.

The first mistake — the one that caused the first appeal to be rejected — was filing before corrections were in place.

We mapped every violation first and organised them by severity so nothing would be missed during the correction phase.

Step 2 — Content Correction, Page by Page

We produced word-for-word correction documents for all four properties.

These were not general recommendations. They were exact find-and-replace instructions that a developer could execute without interpretation.

  • Copyright line corrected to © 2026 Promote Education Technologies Pvt. Ltd.
  • Footer address changed to the Kolkata office.
  • Full-width compliance banner added above the header, before any college branding.
  • Accreditation badges captioned: "Accreditations held by Sapthagiri NPS University — not Promote Education's credentials."
  • All guarantee phrases removed and replaced with guidance language.
  • Privacy consent notice with data controller identification added to all forms.

bangalore.promoteducation.com — 12 Changes

  • H1 changed from "Get Direct Admission" to "Expert Admission Guidance".
  • "100% Secure Admissions" badge removed entirely.
  • Every college logo card received an individual non-affiliation disclaimer.
  • Process heading changed from "Your Path to a Guaranteed Seat" to "How Our Guidance Process Works".
  • Form privacy notice added to the main form and the brochure download modal.

mbbskolkata.promoteducation.com — 13 Changes

This page carried the highest medical risk.

  • "All NEET Ranks Considered — No Fixed Cutoff" removed immediately — factually false and a healthcare policy violation.
  • Meta description changed from "Secure MBBS admission" to "Free expert guidance for MBBS admission".
  • NMC cutoff disclosure note added to the eligibility section.

promoteducation.com — 9 Active Violations Fixed

  • "secure your admission" in hero body text changed to "navigate your admission process".
  • Broken stats block showing "0% Success Rate" removed entirely.
  • Bank logos given partnership disclaimers.

Step 3 — Before/After Evidence Creation

Appeals without visual proof are treated the same as appeals without content.

We created annotated before/after evidence images — one per subdomain — showing exactly which elements changed and where.

Each image used:

  • RED for the violation
  • GREEN for the correction

This gave Google's reviewer a document they could read in approximately 60 seconds without visiting the live pages.

Step 4 — Appeal Construction

We researched how Google actually processes appeals before writing a word.

The appeal was structured into five sections:

1. Acknowledgement

Named the specific violations explicitly.

We did not claim Google's suspension was an error.

2. Who We Are

Included:

  • Legal entity
  • Registration
  • 15 years of experience
  • Revenue model

3. Specific Changes Made

Documented the corrections violation by violation, including before-and-after changes and exact text replacements.

4. Evidence Attached

The appeal package included:

  • Certificate of Incorporation
  • GST Certificate
  • University authorisation letter
  • Advertiser verification screenshot
  • Before/after images
  • Privacy Policy URLs

5. Compliance Intent

Step 5 — New Domain Architecture

When the original account was cancelled, we designed a compliant restart strategy.

The Design Principle Behind Every Fix

Make the consultancy's independent identity visible before the user sees any college branding or form.

A Google reviewer reading top to bottom for 60 seconds must understand within the first screen that this is an independent consultancy — not a university admissions portal.

This Meant:

  • Compliance banner above the navigation — before anything else loads.
  • Identity disclosure in the hero before any CTA.
  • Privacy consent on every form naming PE as data controller, not the university.
  • Non-affiliation caption on every logo used from a third party.

Five Lessons to Apply to Every Future Client

01 — Never Appeal Before Fixing

The first appeal was rejected in 6 hours because the websites were unchanged.

Google re-crawls during the review window. Any violation still live can result in rejection.

The sequence is always:

Fix everything → Wait 48 hours → Then appeal.

02 — Generic Appeals Do Not Work

"We've reviewed our account and fixed the issues" is the most common appeal text Google receives.

It provides:

  • No specifics
  • No evidence
  • No reason to overturn the suspension

Every sentence must point to a named change or a document.

03 — The Phishing Clause Is the Silent Killer

Most advertisers focus on guarantee language and miss the data collection issue.

A form on a page that looks like a university's page, collecting personal data with no privacy notice, can match Google's phishing pattern — even if the advertiser is completely legitimate.

04 — Policy Ignorance Is a Valid and Honest Argument

A 15-year-old consultancy with no prior Google Ads violations, fully verified credentials, and a documented institutional partnership is not necessarily a bad actor.

Stating this clearly and honestly in the appeal is stronger than defensive language.

05 — Know Your Competitor's Compliance Position

A direct competitor had:

  • Their domain name itself as a guarantee claim
  • No privacy policy
  • No company identity anywhere

Relative legitimacy matters — both for the appeal and for your own confidence in the fix.

What We Would Do Differently

Start the Compliance Audit Before the Account Is Spent

The issues existed for months before the suspension.

A proactive quarterly policy review of all landing pages would have caught these issues before Google did.

Build the Privacy Notice Into the Form Template From Day One

Every form should ship with data controller identification as a default component, not an afterthought.

Keep Authorisation Documents Ready
